If I found a wallet, I would try to find a phone number or address and give it back to the owner directly. I don't trust middlemen. I might take a little cash, but not too much especially if I'm giving it back directly.

Losing your wallet does not make you stupid. My dad has lost his wallet a few times and he is on the Dean's Honour list at the University of Waterloo for Math. (UW has the BEST reputation in Canada). Careless, mabye, but stupid - no. Everyone makes mistakes.
The question is not wether it is their fault or not, but are you the sort of person who will be honest and return something that does not belong to you. If you are the sort of person who will take what does not belong to you
a) are stealing, and
b) need to take a long look at yourself and what you value.
